PhotoScape X has functions to clone, crop, sharpen and de-color your images as well as settings for contrast, levels, vignetting, and many other image parameters.

PhotoScape can convert camera RAW files, take screenshots and generate GIFs. Several individual images can be combined into an animated GIF.
