Pakistan Civil Aviation Authority (PCAA) is a public-private partnership in the field of aviation. The partnership is between the government and an enterprise formed by private companies. The government plays the role of a regulator and the private companies provide the service.

It was established in 1982 as an initiative of the Pakistan government. The first mission of the enterprise was to build and operate an airport in Pakistan.

It is one of the most respected and largest airports in the world. The first phase of the project was completed in 1985 and the second phase in 1990. The current phase of the project is the expansion of the airport.
