An overlay for pictures

InstaEffect FX – Pic FX for Instagram is another casual photo app that says it is for Instagram, but all it really does is apply an overlay over existing photos.

Including some 70 “effects,” InstaEffect FX – Pic FX for Instagram is an app that attaches the Instagram name to their app, but does not actually add a filter to the image.

The purpose of the app is to use these effects on your images, but the majority of them add a wallpaper on top of the picture you are using and you have to manually adjust settings so your image is not entirely covered.
